I am unable to find out any configuration file to disconnect users to be tested in Dev environment
I am not sure how you expect a configuration file to disconnect users?
If you are achieving this because, users should not be able to login to Dev environment, you can disable the user directories in general configuration page and emails in mail option of system configuration tab.
If you are not trying to achieve this, please elaborate the question..
