I am using Jira api Rest services to create an issue in my localy hosted Jira , I want Jira to acknoledge the user who created this jira issue by an email , The email address will be with the description , Pls help me how to do this

Can you please let us know if you are using Jira Service Desk or Jira Software?
By default, a notification is sent from Jira service desk when you create a ticket as a customer. That notification can be turned on/off under project settings > Customer Notifications:
Now, if you are using Jira Software, you can configure your user to receive notifications of your own changes by clicking on your profile picture in the left-bottom corner > Settings > select the option "Notify me" under "Notifications of your changes":
