Write to jira cloud using rest api from localhost

Hi,

I am experimenting with the jira cloud rest api. I am following this tutorial to generate oauth token.

Since I do not have an application url, is there any way to make create requests using the api (Say create an issue) ? I can make read requests using the generated oauth token but not write requests.
