Why doesn't Atlassian Plug-ins count the number of users using that particular plug-in?

Lets say one team in the company needs a specific plug-in. Why should the company be charged with 2000 users license when only 20 people require it. I am fine with a way to set up a Group permission thatt would count this towards the plug-in license.

It's not Atlassian doing it.  Most addons are expected to have an impact on, or be used by all users, so the default is a really easy 1:1 mapping.  

Some addons do implement "licence for a sub-set of users".  Not many, and the code is all inside the addons.

Thanks that makes perfect sense. Too bad there isn't any other way. =/
