Why do developers on a project not have access to edit the agile board for the project?

I have created an agile board for my project.

I added all the users on the project as developers for it.

They can not edit the Agile board, such as add sprints, until I added them as administrators on it.

Any ideas?

Correct, the general principle is that your scrum person or team lead is in charge of your project and hence has project admin rights (including the control over board and sprints).  If you trust your developers not to make a hash of the boards if you give them admin rights, then that's great, let them have admin.

More granular permissions are currently being worked on, but I don't know if that includes splitting out anything at a project level.
