When a user is trying to update a custom field, there is a lock next to it. As an admin, I do not have this lock and am able to search to find other users to fill in. How do I allow all users to edit the custom fields?
Not sure what you mean. Are you meaning when looking at an issue details view, other users can't edit fields? Or are you referring to the Cog Icon -> Issues -> Custom fields view where custom fields are defined for the entire system?
I can't think of a way that Jira would natively show a lock icon for a field. So I am curious to see exactly what this looks like. If you can please grab a screenshot and post it back here that might help to explain this problem. It could be that your instance of Jira is using a 3rd party plugin in order to provide some level of field security that Jira does not provide natively.
