We are trying to find out why a Project Lead can delete an issue when:
Any ideas why the userid can still delete an issue? JIRA 5.2.4.1
Permission scheme:
Delete Issues Ability to delete issues. |

Administer Projects Ability to administer a project in JIRA. |

Ok, that's broken, as your user *must* be in jira-administrators to do the delete. I'd double-check that the permission scheme is definitely the one you have applied to the project, and that you're looking at the right user, but if they're correct, you have a bug. I'd also experiment - create a permission scheme that has no delete permission at all, and apply it to the project and re-test to see if they can still delete (then put the old scheme back of course)

Thanks. Is there a way a JIRA-ADMIN can ne notified when someone deletes a issue. Our audit plugin only goes back a year but if an email is sent we can trace that to a mailbox

We get emails when a record is updated by watch we want a separate notify for email by deletes only

I'm afraid you will need to go through the notification schemes and add "email people for delete"
