Dear Sir/Madam

May I know is it possible to customize email notifications for "Issue Assigned" and "Issue Resolved"? If yes, it will apply to all project or can be project based?

Does the notification support other languages?

Yes it's possible to change the email templates, but this will work on all projects. See this documentation https://confluence.atlassian.com/adminjiraserver/customizing-email-content-938847640.html

in addition to @Alex Koxaras _Relational_  answer, that customization can be performed just on server instances.
