Jira Administrator can see the people belong to 3 groups through "admin console"--"User Management" ,but others only can see the people belong to 2 groups through "Project" --"Users and roles".
The Engineering Team is belong to R&D,but others can not see the Engineering Team group.Why?
users can only see groups they are part of themselves

"R&D" is a nested group with "Engineering team", A, B, C. You mean that only those who belong to Group A can see all the other groups that belong to Group A. Can I set up groups where everyone can see other people through "Project" --"Users and roles"?

"project" -- "users and roles" is something a person with project admin permissions can see
while seeing list of user's groups is something unrelated to this
