Jira Administrator can see the people belong to 3 groups  through "admin console"--"User Management" ,but others only can see the people belong to 2 groups through "Project" --"Users and roles". 

The Engineering Team is belong to R&D,but others can not see the Engineering Team group.Why?2.png

users can only see groups they are part of themselves

guess, same applies to nested groups

are those users part of "Engineering team", or just "R&D"?

"R&D" is a nested group with "Engineering team", A, B, C. You mean that only those who belong to Group A can see all the other groups that belong to Group A. Can I set up groups where everyone can see other people through "Project" --"Users and roles"?

I'm sorry, I don't really understand you.

"project" -- "users and roles" is something a person with project admin permissions can see

while seeing list of user's groups is something unrelated to this
