Can I find the stories that have incomplete descriptions by include a character length in the search criteria.
It seems that this still isn't available in JQL, but to hack your way around this without paying for ScriptRunner, you can use Jira automations. See answer on a similar question.

This has been discussed in the following links as well (natively it is not possible to do a jql to search for issues with certain length).
