JIRA right scheme

Dear Atlassian Supoort,

Some colleagues have found out, that during Assigning issues on selected persons, the persons are not limited on the project itself, but on all Jira users. That means all Jira users are included.  Is there maybe a right scheme due to this case???

The users that you are allowed to assign issues to are all those that have the "Assignable User" permission on the project.  Check the Permission Scheme for the project, and see users or groups have been granted this permission.
