When adding a new user to a project I get this message.
We sent an invite to the people you added. But, we couldn't add them to the project. Refresh the page and add them again.
The user gets a message that their access has been revoked. This isn't happening when I add other users.

This issue usually happens when there is some configuration missing on their profile.
As the user are able to go to the login page and receive this message, it means that the email is ok, but their access was not granted.
In this case, a site-admin must go to > Administration > Users > Search if the user shows on the list. It's important to filter All users (with and without site access).
After that, click on the user's profile and check if they have site access and also a Jira Software access:
