I discovered that the person testing belonged to the group that was a System Admin and that is why he had permissions.. Once I removed that group he did not. Thanks for the quick response and info.

It's already "admin only". If your ordinary users can do it, then you've installed the plugin mentioned in the link Udo has mentioned, and you need to reconfigure that!
