Is there a way to create a service account without consuming a licensed user?

So far this doesn't seem possible, and this is 10% odlf the users in a starter license. 

Even so, does Atlassian plan to introduce a built in service account or attribute that will not count service accounts against the active user count?

Unfortunately know. I ran into this with some automation activities. But I was able to 'borrow' one from one of my addons. Not ideal as the 'actioned by' user was inaccurate. Still it works. I do wish there was a default system user that could be used.
