Is it possible for a non-admin JIRA user to search for other users on the system?

I've had a request from one of my users to be able to search for other users. She has the 'Browse Users' permission, and can view other users' profiles, but we can't find any means of searching for a named user other than to search for an issue which they raised/are assigned to/whatever and then clicking on their name to view their profile.

Is there in fact any way to do this in JIRA?

You can't do that in a standard Jira.

Maybe this plugin can help? : https://marketplace.atlassian.com/plugins/com.atlassian.dberrueta.smarter-user-picker-plugin

I haven't actually tried it but it looks like it does what you need.
