Can anyone help me how to restrict specific fix version on edit issue scree in jira

If I understand you correctly, find the Fix Versions section.
Click on the Add Fix Version icon.
Select the correct version of the fix from the drop-down list and click the Add button.
Click on the "Save" button at the bottom of the screen.
The selected version of the fix will now be limited to that problem. If you want to change or remove the restriction on the patch version, you can repeat this process and select another version or remove the current one.
@Lolly Depp I need to be specific. Fix Version values such as "Version 1, Version 2, Version 3, version 4". The user created an issue in a project, say AT-1, with the fix version value of Version 1, but after filing the ticket, the user has to edit the issue and alter the fix version value to Version 3, Version 4. However, he should not select Version 2 we need to restrict it.
