Currently we have two Directories ( LDAP and Internal), so when you go to Search an ISSUE then click on ASSIGNEE, we are seeing all users from both directories.
As part of a request from the business, it is required to restrict the list of users just to the ones that have a JIRA license - So, when someone click on ASSIGNEE, will see only licensed users, instead of the huge list of both directories.
Is there a way to achieve this?

You can restrict users who can be assignee by using the Assignable User permission in your projects permission scheme. This would have to be a group, role or user. Would involve some effort to set up.
you could set a default group in your ldap config to cater for new users. All this will have a licence impact if you include all users in a domain.
do you have groups like jira-users or jira-software-users?

Sorry about the delay... yes, we have those groups.
You mentioned about users who can be assignee. However what the business wants is to search all issues from ABC user. They are saying that when type "T" from Tom, the search box shows several users (from both directories) - no matter if user have or not a license.
They want to type "T" and get just Tom Lister and all licensed "T" users/groups .
