I create an issue collector, but 'Description' field is taken a lot of space in issue collector dialog, is there any way to define the size of 'Description' field in Issue Collector, so I can make all fields displayed in issue collector dialog?

Unfortunately there is no way to do this in JIRA as the moment. There is a feature request open at suggesting that we implement a way to resize fields in the issue collector. You can see the suggestion here: https://jira.atlassian.com/browse/JRA-44350. There is a number of ways which Atlassian uses to decide which new features are included in JIRA, full details can be found here: https://confluence.atlassian.com/display/DEV/Implementation+of+New+Features+Policy. In the meantime please feel free to add your own comments or examples to the ticket and vote on the issue.

Just discovered this old question after my suggestion to Atlassian about UI sizes was closed.
There have been a few different requests about customizing the size of JIRA fields and dialogs but Atlassian has closed them. Apparently they are the correct size :-|
In most cases people want them to be larger rather than smaller.
But I *think* you could use the approach described here:

You would need to figure out the appropriate CSS classes/IDs to specifically resize the description in the collector.
We use this approach to increase the size of the edit/add comment pop-up dialog, and the edit description dialogs. The default sizes are just too small for our users.
