It has been mentioned since 2012, and acknowledged by workers. All we need is to be able to arrange and customize the pop up issue view screen since it is so easily edited and viewed, it takes away from that if the appropriate info is not there or ordered correctly.

I believe the problem you are seeing here is documented in this bug report https://jira.atlassian.com/browse/JSWCLOUD-16401
The Jira Labs feature that enables this new issue detail popup view does not honor the customization of that issue details, in the way that the old issue detail view would. In the meantime, it should still be possible for you to disable this specific Jira Labs feature from your own user profile or personal settings. Doing so would revert you to use the previous layout that is still customizable in regards to fields and arrangement.
