How to clone a project structure only without issues in JIRA data center

I'm using JIRA Data center version 9.6. I want to have a same copy of exsisting project without copy exsisting issues.   but 100% project structure should copy. 

May I ask your opinion regarding this manner.

HI @Apsara Dissanayake 

You could create a project with shared configuration will only use the schemes from the chosen project: issue types, workflows, screens, etc.
