How to block only creating new boards and changing columns

Hello guys
I would like to know if it is possible to block only the creation of new boards and change of columns, without preventing, for example, the creation of quick filters and swimlanes?

Note: We use Jira Premium and all projects are managed by the company

No, it is not possible to do that.  Board admins can administrate their whole board, and admins can create whatever boards they want.
