How do I get manager access to Jira?

I need to be able to build projects and work assignments for my team within Jira. I don't see a way to do this without manager access. I have tried my local help desk and haven't gotten anywhere.

Hi Nicole, 

For permission issues you'll need to find out who your local Jira admin is. 
In most organizations, this is handled by IT related departments, so your IT team will most likely be able to tell you who's managing your Jira instance.
