How do I assign API access to a specific user?

I would like to provide API access to a specific user or user groups. How do I limit or assign API access to a specific user so that no one else other than that/those users have access?

Ok, I found some helpful info. The access is not limited in general. The limitation comes from the permissions set for the particular project. So, the user or account needs to have access to a project and the project needs to have permissions to do whatever you need it to do. The users will inherit those permissions as well as long as the user is part of the project that has the required permissions.
