How can we add Confluence page link as the restricted condition in JIRA workflow?
It looks like it cannot be restricted by field, how to do it?

As I understand, you want to validate users to add Confluence link.
If you have Script Runner add-on, you can write custom condition or validation.
There is a sample script in this page.
