i wanna change default issue priority for only one board
You set the priorities for a project (not a board), using a Priority Scheme.

But i dont have a priority scheme
I have only ISSUE ATTRIBUTES (priority) and there i can set default issue priority only for all projects

What version of Jira are you running? Priority Schemes were introduced in v7.6. Before that release it's just a global setting for all projects.

If you are using Jira Cloud then Priority Schemes will be available. You will need Admin access to view and configure them.

Apologies, it seems I was mistaken, Priority Schemes are available in Jira Server but not currently in Cloud:
