I have set up a development Jira system which shall receive issues from a remote non-Jira system. These issues have a separate type (and also additional fields from the other system). User shall be able to edit and view (or let's say manage) these issues in Jira.
Users shall be able to create issues within the same project, but they shall NOT be able to create issues with the same type.
Is there a way to restrict this by operation, so that issue creation is only possible for all other issue types?
Unfortunately, that's not possible. If a user is granted the Create Issues permission on a given project, it will be possible to create an issue for any of the issue types available for this project.
