I think I understand part of it. You want some form of reporting on issue statistics, and you want to send the results out by email.
The email part is going to require some coding - I am not aware of anything that emails charts to people from JIRA.
I'm a bit stuck on the schedules and charts part though - what sort of things are you looking for, and have you tried JIRA's existing reports? (It's often helpful to find a JIRA report that does part of what you want and explain what is missing)
