Does JIRA self-hosted server require an internet connection?

I'm considering purchasing the JIRA self-hosted option and installing it in a remote small office without a reliable internet connection. I'm wondering if this will present a problem - does JIRA try to "phone home" to the license server or to atlassian in general on startup? Will it refuse to start if no internet connection is available?

No, you can run it on a completely air-gapped server if you want.  Might not be fun typing a licence key in, but the only problem you'll have with a Jira without a route to the internet is if you click on "find new add-ons".
