we have JIRA 4.3.3 and when we traing to create issue it given error .

These three fields are made required either in the underlying workflow validator or in the field configuration scheme of that respective project.

Is that fields are available on the screen? if not, then you need to add those fields on issue create screen.

You have set some fields as mandatory.  You'll need to add them to the create screen, or make them optional.
