Configure JIRA to send notification to specific user everytime another specific user updates his/her tickets

I have a director who would like to watch the activities of two specific users. How do I configure notifications to send her an email every time either of those two users create/modify/update/complete a ticket?

You're going to have to write a listener. Nothing in the JIRA notifications will allow this level of control

There is a plugin that might do the trick just as well as a listener, if you are using On Demand. Check out: https://marketplace.atlassian.com/plugins/com.atlassian.addon.connect.jiraautowatch

Would you be able to point me to some resources on how to get started writing a listener? I'm not a developer.
