Can I store blob files in the Jira file system?

I am migrating from Youtrack to Jira Server. Youtracks "export as CSV" option does not include attachments, hence I accessed Youtracks database to download the attachments and store them locally in the jira file system. However the attachments are stored as blob files, so the question is can I store blob files in the jira file system? The plan then would be to do a CSV import of the issues and simply point to the attachments.

It's easier to use the Youtrack REST API. You will also need to get the Comments, as they do not export in the CSV either. 

It's a pretty messy migration. Be sure to spend a good amount of time verifying that the data has imported the way you want.  There are a lot of differences between the tools and you will need to manipulate the CSV data if you want to import everything.
