How to enable vortex

I am trying to export Users through API 

'https://admin.atlassian.com/gateway/api/adminhub/um/org/{}/exports/users', using cookies, but I got the response something like this,

Failed to export csv with code : 400 {"key":"badRequest","context":{"message":"Org is not vortex enabled."}}

How to enable vortex?
