today I discovered a few open issues in already released versions, which makes me sad. How can user add a jira issue to already released version? is there any way to prevent it?
User should not be able to add a new issue into already released version...why this is even possible? is it just our configuration or global jira feature?

This is a feature on JIRA, where it's possible to add issues, after a version is released.
However, there is a open request for the feature to block this, to be implemented.

May I ask what about Jira Service Desk Cloud? There's a version control available and noticed there are issue tied to the project version. If the project version has been release, how can I link the new created issue with the version? Please advise. Thanks
