Jira Service Management uses Requests as their unit of work.  Jira Software uses Issues.

You can create different Request types or Issue types depending on your needs and ways of working.  Examples of different Issue Types are Story, Bug, Epic and Task, but you can create custom Issue Types too.

I can only add to what @John Connolly has already said: from Jira Service Management point of view, Request Types is what your customers see in the portal and Issue Types is what Agents see when working on issues.
