Want to show a Help text for a Picklist type custom field on Create Screen

I have a pick list type custom field that has 3 values. I want to show a help text to the users at the time of the Create issue.

As of now, I am not getting any option to add a help text for a custom field.

My first question is are you using Jira Cloud or Jira Server/Data Center? If the URL you are accessing is similar to https://something.atlassian.net/jira then you are using Jira Cloud.

My second question is what documentation are you following to try to add help text? Can you provide a link to the document?
