As Patricia stated, it is not possible to show the Assignee field during issue creation. In any case the portal user is not able to set an issue assignee. You only have the option to show to the portal user the Assignee, but only using an addon like the one we created - Advanced Portal Reports. Otherwise it is not possible for the portal user to even see who the ticket is assigned to.
