User Has a Bulk change access but user want change assignee field it wasn't working

Users unable to do the Bulk Change in issues navigator but users have a Bulk change access Please provide the solution for this issue ASAP

The permission to bulk-edit just means a person can use the bulk-edit option.

That permission does not override the issue permissions - if a person cannot assign issues in a project, then they can't use bulk-edit to (re-)assign people.

My guess is that the person trying to bulk-edit the assignee does not have "assign issue" permission for the issues they are trying to edit.

So what are the exact symptoms of "unable to bulk change"?

user want to change the assignee he searches the user in assignee field but users not pop-up, but user has assignable permission and self-assign permission, but he can't assign the bulk issues to his teammates.

Could you explain what "can't assign the issues" looks like?  What, on-screen, can they not do, that is stopping them assigning?

If A,B,C are the users in jira so A assign to some issue to B manually but has resigned his job then A need to transfer all assign B tickets to C here A has an issue with jira he can't assign bulkily But A has all permission assignable to other users, Self-assign to himself and more over he has Bulk operation permission 

But what does "can't assign the issues" look like?  At what part of the process is the user being blocked?  What are the messages it gives?

A is assigning any bulk issues to C it got unassigned 

I can't help you if you do not describe the symptoms.  What does "can't assign issues" look like?
