Since you didn't add further details about your site, if it's server or cloud and if it's the same email you are using here, there is nothing much we can't check.
If you are using a Standard/Premium Cloud site and you are the site administrator or if you are using a paid Jira Server, you can reach out to our support on support.atlassian/com/contact and then share with them the affected email address.
Otherwise, you can share with us the domain of the affected email for us to confirm if there are blocks.
