I am an Admin. I want to log in as another user from my user list. can you guide me with the steps to do it in the JSM data center?

While on Cloud you can just hit the button on their profile (and the user is notified about it) this is not possible out of the box on DC.
On DC there area few apps that you can use to do this. I've used "User Switcher" in the past or if you have Scriptrunner installed you can also use that (thru the build-in scripts) to change your user context.

It seems it was requested as a native feature but due to resource limitations it will not be implemented (https://jira.atlassian.com/browse/JRASERVER-65763)
If this is a one off you could just install the trial of one of those apps. However if this is a constant need you might want to try a few and invest in an app.
