How to add more fields for a user profile

Hello Collogues 

We want our employees to use Jira SM to rise a requests can we add fields more than the email , and name like  ( Employee ID , Employee Department , Employee phone number etc...)  in the user profile ?

Not out of box, you would need a plugin which would override the details: https://developer.atlassian.com/server/jira/platform/user-profile / https://developer.atlassian.com/server/jira/platform/user-format

I'm not familiar with any to exist, but you could look around https://marketplace.atlassian.com if you find any, if not, then you'd need to build one.
