Hiding the issue type dropdown option value in create screen

We have a requirement such that one of the issue type in drop down option values in the create screen must be hidden based on roles and permissions, we are getting these roles information through REST api call. How to hide based on these conditions without any third party add on?

No you can't do this by default, this requires an app.
