Grant view only access to certain users on the customer portal

Within our current setup users with service desk customer role are able to access the customer portal, open issues, view them, place comments and share them. Members of an organization are tagged to all issues of the specific project.

Is there a way to make specific users with service desk customer role have view only access to the customer portal?

@Titus Parvu  There is not a way to do it for specific users.
