How uniqueness in key is maintained within projects

This question is in reference to Atlassian Documentation: What is a Project

Is uniqueness in keys are maintained among projects under a single organization? Suppose an organization has two projects where the names start with this 3 words "DIP". In such case what measures are taken to make it unique?

Also what is the process of defining a key

I'm not sure what you're looking for here.

When you try to create a project, you are asked for a key.  If what you enter has been used already, you can't create the project. 

On "defining the key", you enter a string for it.
