Can you add Field Names to Cards on JIRA boards?

This question is in reference to Atlassian Documentation: Configuring a board

Can you add field names to the Card layout fields on a JIRA Project Board....without them its hard to have users or consumers know what the information is denoting.

Unfortunately, no, that can't be done. I agree, it's hard to know, especially if you have two fields with similar values, like dates. But you know, if you hover your cursor over the field, you get a tooltip with the field name and full values.
