Attachment import space

I'm trying to import project data using JSON.  These items have attachments associated with them.  Do I load these attachments into an "import: folder first, like "/.../.../.../......../application-data/jira/import/attachments"?

Here's the issue:.  I have an attachment file that has attachments that are not associated with the JSON file I'm trying to load.  I don't want to load all the attachments that are orphaned to no project. 

How do I do that?  These additional attachments are taking up a lot of space.
