Unable to create custom reports

Question

I am having hard time in creating custom reports, as I want to create chart based on Epic and Feature category.

I am seeing a bunch of default reports from the left bar of a project and still unable to create a custom one. The project is created as a company managed project and I am  Jira administrator as well as have admin privileges in project as well.

Please let me know if I am missing anything.

I also am not able to see where there is an option to create a custom report as stated in the online help here: Create a new custom report | Jira Service Management Cloud | Atlassian Support

I do not see New Report.
