JIRA in localhost from Atlassian SDK does not show top navigation bar

I am new to development in the JIRA platform. I am trying to follow the tutorial: https://developer.atlassian.com/server/framework/atlassian-sdk/modify-the-plugin-using-quickreload/  When I launch the JIRA service from the command `atlas-run` , it does not show me the top navigation bar, so I am not able to test my newly created plugin. I also installed a trial version of the JIRA server which started in localhost:8080/jira but it also presented the same problem. What am I missing here? I have disabled the adblockers, cleared caches and also tried from Edge, Chromer and Firefox, same result everywhere. . For the same reason, I am unable to log out from the application also.
