Adding controls based on Cutoff date?

Hello,

I am new to Atlassian products and been struggling to find a way to get the below working.

 

How can i add additional controls like adding additional approvers based on certain criteria.

For example, i have hard cut off date to submit a JIRA with approved, merged pull requests.

If the cut off date is breached and the pull request is not merged, would like to add additional approver to workflow and upon his/her approval the pull request will be merged.
