Missing global permissions “JIRA Users” in JIRA7

Hi Community,

we made a update from JIRA6.4.12 to JIRA7.1.0. in our test system.

We are missing following right in Global Permissions

We are synchronising our whole Active Directory in JIRA. 

To give access, we put the user manually to the group “jira-user”

Info: Managing the user over an Active Directory group is not an option for us

Where can I find this option in JIRA 7?

The solutuin is  Application access

It's the same as jira-users before.
