How do I enable user listings?

When I navigate to the following page


I see the following:

User listings have been disabled. Please contact your administrator for more details.

What do I need to do in order to view user listings?

This tab/feature is disabled in the current version of OnDemand due to security concerns as under the old design, all users could view all other users activity through here. It will likely be re-enabled in an upcoming release, but there is no ETA at this time.
